Devbhoomi Parivar Bill 2026: Uttarakhand Makes Eldest Woman the Head of Family ID

Devbhoomi Parivar Bill card on Uttarakhand family database and Family ID

The Uttarakhand government introduced the Devbhoomi Parivar Bill 2026 in the Assembly on 10 March 2026. Notably, this happened on the second day of the budget session at Bhararisain (Gairsain). The bill creates a unified, verified family-based database called Devbhoomi Parivar. Moreover, it makes the eldest woman member aged 18 or above the head of the family. Hence, it aims to deliver welfare benefits without duplication.

Why the State Needs a Family Database

At present, each department keeps its own beneficiary records. As a result, duplicate entries, repeated verification and poor coordination slow down welfare delivery. The bill brings this scattered data onto a single platform. Thus, every department can rely on one source of beneficiary information.

Woman as Head of the Family

Under the bill, the senior-most adult woman becomes the head of each family. So, the Family ID records her as the main contact for government benefits. Also, the system will work under the Digital Personal Data Protection Act, 2023. In all, the government tabled 11 bills that day.

From Cabinet Scheme to Law

Earlier, on 12 November 2025, the Cabinet chaired by Chief Minister Pushkar Singh Dhami approved the Devbhoomi Parivar Yojana. The scheme gives each family a unique Family ID linked to welfare schemes. In addition, a passbook will show the direct benefits each family receives. The idea draws on Haryana’s Parivar Pehchan Patra model.

Latest Update

A Navbharat Live report of 16 June 2026 said Governor Gurmit Singh has approved the law. According to it, the Devbhoomi Parivar Act came into force from 14 June 2026. Under it, families living in Uttarakhand for 15 years qualify for the Family ID. Also, a Devbhoomi Parivar Pradhikaran headed by the Chief Minister will run the system. The Chief Secretary will serve as its vice-chairman. Moreover, tampering with the database can bring up to 10 years in jail and a Rs 50 lakh fine.
