India-New Zealand FTA entering into force in October 2026

The India-New Zealand FTA entered into force on 20 October 2026. Under it, New Zealand gives duty-free access to all Indian exports. Notably, Commerce Minister Piyush Goyal and New Zealand’s Trade Minister Todd McClay signed the deal on 27 April 2026. They signed it in New Delhi in the presence of Prime Minister Christopher Luxon. So, the pact opens a new phase in India’s trade ties with the Pacific.

Timeline of the Agreement

First, the two governments announced the conclusion of talks on 22 December 2025. Then came the signing in April 2026. Next, New Zealand’s Parliament passed the implementing law by 93 votes to 29 in September 2026. Finally, the agreement took effect on 20 October 2026.

What India Gets

New Zealand will remove duties on 100% of Indian exports. As a result, labour-intensive goods gain the most. These include textiles, apparel, leather, footwear, gems and jewellery. Also, engineering goods and processed food stand to benefit. In addition, the deal covers services commitments across 118 sectors.

What New Zealand Gets

India offers market access on 70.03% of its tariff lines. According to IBEF, these lines cover about 95% of bilateral trade. Duties on wood, wool, sheep meat and raw hides end at once. Meanwhile, duties on another 35.60% of lines fall over 3 to 10 years.

Sensitive Sectors Protected

However, India kept 29.97% of tariff lines out of the deal. These include most dairy products, sugar, several farm goods and some metals. In fact, New Zealand’s dairy industry said it was disappointed that butter and cheese stayed out.

Investment, Mobility and Customs Pact

New Zealand has committed to invest US$20 billion in India. Moreover, the deal creates a visa pathway for 5,000 skilled Indian professionals. It also offers 1,000 Working Holiday Visas a year. Meanwhile, on 19 October 2026, CBIC and New Zealand Customs signed a pact on electronic exchange of origin data.
