The Panchayat Advancement Index (PAI) has won a Gold Award at the National Awards for e-Governance 2026. Notably, the Ministry of Panchayati Raj runs this index. It won under Category VII, “Digital Transformation through the Use of Data Analytics in Digital Platforms.” Besides, the award carries a trophy, a citation and ₹10 lakh. Finally, the ministry will receive it at Jaipur on 1–2 July 2026.
What Is the Panchayat Advancement Index?
PAI is India’s first complete, data-driven tool to rate Gram Panchayats. It measures how each panchayat performs on local development goals. Moreover, it uses the nine themes of Localisation of Sustainable Development Goals (LSDGs). Examples include poverty-free, healthy, water-sufficient and women-friendly villages. Thus, every panchayat gets a clear scorecard.
PAI 2.0 in Numbers
Currently, the latest version uses 150 indicators and 230 data points. It covers 33 states and Union Territories. In addition, 2,59,867 Gram Panchayats took part. That is a participation rate of 97.3%. By comparison, the first edition saw 80.79% participation.
How Panchayats Are Graded
Further, PAI places each panchayat in one of five grades. A score of 90 or above makes it an “Achiever.” Next come “Front Runner” (75–90) and “Performer” (60–75). Then follow “Aspirant” (40–60) and “Beginner” (below 40). As a result, planners can spot weak areas quickly.
About the National e-Governance Awards
Every year, the Department of Administrative Reforms and Public Grievances (DARPG) gives these awards. This year, the 29th National Conference on e-Governance hosts the ceremony. DARPG, MeitY and the Rajasthan government jointly organise it.
