Union Human Resource Development Minister Prakash Javadekar today announced the approval an increase of 5000 seats in Jawahar Navodaya Vidyalaya (JNV) for the Academic Year 2019-20. At present the number of seats in JNVs, residential schools for talented rural children, are 46600. The addition of 5000 seats will mean availability of 51000 seats from AY 2019-20.
Regulation of Functions of MSMEs
In order to promote the Ease of Doing Business, the Ministry of Micro, Small and Medium Enterprises (MSME) has introduced various initiatives including online filing of UdyogAadhaar Memorandum (UAM). The Ministry has also taken the following steps:
- MSME SAMADHAAN Portal- for empowering micro and small entrepreneurs across the country to directly register their cases relating to delayed payments.
- MSME SAMBANDH Portal- to help in monitoring the implementation of public procurement policy for micro and small enterprises.
- MSME SAMPARK Portal – A digital platform wherein jobseekers (passed out trainees/students of MSME Technology Centres) and recruiters get connected.
- Digital Payments- to pass on the benefits of the schemes of Ministry of MSME through digital payment gateway.
Steps to promote Electric Vehicles
The Government, vide S.O. 5333(E) dated 18th October, 2018 has granted exemption to Battery Operated Transport Vehicles and Transport Vehicles running on Ethanol and Methanol fuels from requirement of permit.
In order to promote electric vehicles, the Government has notified for retro-fitment of hybrid electric system or electric kit to vehicles and has specified the type approval procedure of electric hybrid vehicles.
The Government has notified that the registration mark for Battery Operated Vehicles is to be on a plate with green background.
The Ministry has notified certain specifications for the grant of licence to age group of 16-18 years to drive gearless E scooters/ Bikes upto 4.0 KW.
Further, for the promotion of electric mobility in the country, the Government had launched Phase-I of the FAME India Scheme [ Faster Adoption of Electric (& Hybrid) Vehicles in India] with effect from 1st April 2015. This was initially for a period of 2 years and has subsequently been extended till 31st March 2019. All electric & hybrid vehicles, including public transport, registered under the scheme are being incentivized under the Demand Creation focus area of this scheme. The Phase-1 of FAME Scheme is, at present, available upto 31st March 2019 and is available for all registered electric vehicles with lithium ion batteries.
Wage rates for workers under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 are notified and revised annually based on Consumer Price Index-Agricultural Labourers (CPI-AL) by the Central Government in accordance with the provisions of Section 6(1) of the Mahatma Gandhi NREGA. The revised wage rates are made applicable from 1st April of the year. The CPI-(AL) is published by Labour Bureau, Shimla. For the FY 2018-19, the wage rate has been revised w.e.f. 01.04.2018 based on CPI-(AL).
MGNREGA wages are paid based on measurement of work done i.e. piece rate basis. Every State has its defined Schedule of Rates on the basis of which the work output is defined and used to calculate the wages for MGNREGA beneficiaries. The actual wage payable is calculated based on the output of the worker.
A Committee under the chairpersonship of former Additional Secretary, Ministry of Rural Development was constituted to study among other things the appropriate index for revising MGNREGA wages. The Committee recommended using Consumer Price Index-Rural instead of the existing CPI-AL for revising MGNREGA wages every year. The Committee also recommended use of annual average instead of the existing practice of using December month index only. The recommendations of the Committee are under consideration in consultation with the Ministry of Finance.
