PRAHAAR, India’s first national counter-terrorism policy and strategy

The Ministry of Home Affairs has unveiled PRAHAAR as India’s first comprehensive National Counter-Terrorism Policy and Strategy. Notably, the MHA released it on 23 February 2026. Moreover, it gives a single national framework to prevent and respond to terrorism. Clearly, it marks a big step for India’s internal security.

What Is PRAHAAR?

PRAHAAR sets out how India will tackle terror activities and radicalisation. Importantly, it follows a “whole of government” approach. Also, it adopts a “whole of society” approach. In other words, it involves both state agencies and the wider public.

Why India Needed a National Policy

India faces many forms of terrorism. For example, it deals with cross-border terrorism, insurgency and online radicalisation. However, many agencies handle these threats separately. Therefore, a single policy helps them work towards common goals. As a result, India can respond faster and better.

Existing Counter-Terror Framework

India already has strong laws and agencies. For instance, the Unlawful Activities (Prevention) Act, 1967 is the main anti-terror law. Similarly, the National Investigation Agency (NIA) probes major terror cases. Also, the Multi-Agency Centre helps share intelligence. Thus, PRAHAAR adds a strategic layer on top of this framework.

Balancing Security and Rights

The inclusion of human rights and the rule of law is significant. Indeed, strong action must not harm innocent people. So, the strategy aims to win public trust while fighting terror.
