US Senate Passes Sanctioning Russia and Iran Act 2026: Up to 100% Tariff Threat for India

US Senate passes the Sanctioning Russia and Iran Act 2026 with tariff threat for India

The US Senate has passed the Sanctioning Russia and Iran Act of 2026. Notably, the bill passed by a large margin of 86 votes to 11. Moreover, it allows tariffs of up to 100 per cent on major buyers of Russian oil and gas. Clearly, India could face serious trade pressure if the bill becomes law.

Key Features of the Bill

Why the Bill Is Named After Lindsey Graham

Republican Senator Lindsey Graham was the main sponsor of the bill. He was a strong supporter of Ukraine. However, he died on 11 July 2026. Therefore, the Senate named the bill after him.

The Aim of the Bill

US senators believe the bill will cut Russia’s income from energy sales. In turn, this could reduce funding for the war in Ukraine. Also, the bill adds new penalties on Iran.

What the Sanctioning Russia and Iran Act Means for India

India is one of the largest buyers of Russian crude oil. Hence, it could fall under the tariff threat. Earlier in July, reports also said US President Donald Trump was preparing a 100 per cent tariff on India. Such tariffs would hurt Indian exports to the US, India’s largest export market.

However, India has stressed that its energy purchases depend on national interest and affordable prices. Also, India has argued that it buys oil from many sources. So, the issue may shape India–US trade talks in the coming months.

Secondary Sanctions Explained

Secondary sanctions punish third countries that deal with a sanctioned nation. In this case, the US targets countries buying Russian energy. Thus, the pressure falls on buyers, not just on Russia.

Why This Matters for UPSC and UKPSC

Notably, India–US ties and energy security are key topics in international relations. So, remember the vote count, the 100 per cent tariff limit and the bill’s name.
