The Uttarakhand cabinet January 2026 meeting took several key decisions on 28 January 2026. Chief Minister Pushkar Singh Dhami chaired it at the Secretariat in Dehradun. Notably, the cabinet also approved the state’s Green Hydrogen Policy 2026. Besides, it cleared rules on industrial land, airstrips, groundwater and a new private university. So, the meeting touched industry, defence, health and education together.
New Rules for Industrial Land at Prag Farm
The cabinet amended the order that transferred 1,354.14 acres of Prag Farm to SIDCUL. This land lies in Udham Singh Nagar district. SIDCUL will develop it as an industrial estate. Under the new terms, land left unused for three years will lose its allotment. However, a lessee may sub-lease the land for the same work with Revenue Department consent. Also, allottees cannot transfer the land in any other way.
Gauchar and Chinyalisaur Airstrips to Defence
The cabinet agreed to transfer two airstrips to the Ministry of Defence. These are Gauchar in Chamoli and Chinyalisaur in Uttarkashi. Both will serve as Advanced Landing Grounds for joint civil and military use. Notably, both sit close to the international border. Hence, the move followed high-level talks with the Indian Air Force and the ministry.
Groundwater, Health and Tribal Welfare
The cabinet approved water charges for groundwater use for non-agricultural purposes. In addition, it approved new service rules for health workers and health supervisors. As a result, workers with five years of service can seek a mutual transfer. Further, it restructured tribal welfare posts in Dehradun, Chamoli, Udham Singh Nagar and Pithoragarh.
Land Purchase and GRD Uttarakhand University
The government can now buy land directly from owners through mutual agreement for projects. Also, the cabinet amended the Uttarakhand Private Universities Act, 2023. This amendment paves the way for GRD Uttarakhand University in Dehradun. Then, an ordinance on it will reach the Assembly in the budget session.
