District-wise Uttarakhand Vidhan Sabha seats list
The table gives each district, its division, its seats and its reserved seats. Examiners often pair districts with seats, so learn both columns together.
| District | Division | Seats | Reserved seats |
|---|---|---|---|
| Haridwar | Garhwal | 11 | Jwalapur (SC), Bhagwanpur (SC), Jhabrera (SC) |
| Dehradun | Garhwal | 10 | Rajpur Road (SC), Chakrata (ST) |
| Udham Singh Nagar | Kumaon | 9 | Bajpur (SC), Nanakmatta (ST) |
| Pauri Garhwal | Garhwal | 6 | Pauri (SC) |
| Tehri Garhwal | Garhwal | 6 | Ghansali (SC) |
| Nainital | Kumaon | 6 | Nainital (SC) |
| Almora | Kumaon | 6 | Someshwar (SC) |
| Pithoragarh | Kumaon | 4 | Gangolihat (SC) |
| Uttarkashi | Garhwal | 3 | Purola (SC) |
| Chamoli | Garhwal | 3 | Tharali (SC) |
| Bageshwar | Kumaon | 2 | Bageshwar (SC) |
| Rudraprayag | Garhwal | 2 | None |
| Champawat | Kumaon | 2 | None |
| Total | 70 | 13 SC, 2 ST |
Thus, the seven Garhwal districts hold 41 seats, while the six Kumaon districts hold 29. In addition, Haridwar, Dehradun and Udham Singh Nagar together hold 30 seats. However, Rudraprayag and Champawat have no reserved seat at all.
How the reserved seats changed
From 2002 to 2007, the House had 12 SC seats and 3 ST seats. At that time, the ST seats were Chakrata, Khatima and Dharchula. Since 2012, however, the count has stood at 13 SC and 2 ST seats.
Today, Chakrata (Dehradun) and Nanakmatta (Udham Singh Nagar) are the two ST seats. Therefore, Khatima and Dharchula no longer carry ST status. Besides, Articles 330 and 332 provide for such reserved seats.
Delimitation 2008: how the seat map changed
Before 2000, the region elected 22 members to the Uttar Pradesh Vidhan Sabha. After statehood, however, the new State got 70 seats. Meanwhile, the Interim Assembly of 2000–2002 had only 30 members, drawn from the UP Legislature.
The present map comes from the Delimitation Commission under Justice Kuldip Singh. It used the 2001 Census, and its 2008 order applied from the 2012 election. As a result, six seats moved from the hills to the plains.
| District | Change in 2008 |
|---|---|
| Pauri Garhwal | −2 (8 to 6) |
| Chamoli, Almora, Bageshwar, Pithoragarh | −1 each |
| Haridwar | +2 (9 to 11) |
| Udham Singh Nagar | +2 (7 to 9) |
| Dehradun, Nainital | +1 each |
Seats that disappeared and seats that came up
Six old seats vanished in 2008:
- Dhumakot and Thalisain (Pauri)
- Nandprayag (Chamoli)
- Bhikiyasain (Almora)
- Kanda (Bageshwar)
- Kanalichhina (Pithoragarh)
Similarly, six new seats appeared:
- Raipur (Dehradun)
- Lalkuan (Nainital)
- Nanakmatta and Kichha (Udham Singh Nagar)
- BHEL Ranipur and Haridwar Rural (Haridwar)
The same exercise also redrew the five Lok Sabha seats of Uttarakhand. Since 2008, each of them covers 14 Assembly segments. Thus, the Uttarakhand Vidhan Sabha seats list and the Lok Sabha map now fit together exactly.
Election results 2002–2022
The State has held five general elections so far. The table gives the poll date, turnout, party tally, Chief Minister and women elected.
| Year | Poll date | Turnout | Result | CM | Women |
|---|---|---|---|---|---|
| 2002 (1st) | 14 Feb 2002 | ~54.3% | INC 36, BJP 19, BSP 7, UKD 4, NCP 1, Ind 3 | N. D. Tiwari | 4 |
| 2007 (2nd) | 21 Feb 2007 | ~59.5% | BJP 35, INC 21, BSP 8, UKD 3, Ind 3 | B. C. Khanduri | 4 |
| 2012 (3rd) | 30 Jan 2012 | ~66.2% | INC 32, BJP 31, BSP 3, UKD(P) 1, Ind 3 | Vijay Bahuguna | 5 |
| 2017 (4th) | 15 Feb 2017 | ~65.6% | BJP 57, INC 11, Ind 2 | Trivendra Singh Rawat | 5 |
| 2022 (5th) | 14 Feb 2022 | ~65.4% | BJP 47, INC 19, BSP 2, Ind 2 | Pushkar Singh Dhami | 8 |
What the results show
- First, INC won 36 seats in 2002, and N. D. Tiwari led the first elected government.
- In 2007, BJP won 34 seats; later, it reached 35 after a by-election.
- In 2012, however, INC finished just one seat ahead of BJP, 32 to 31.
- Then BJP won 57 seats in 2017, its biggest tally in these five polls.
- Finally, in 2022 BJP became the first party to win a second consecutive term.
Thus, BJP and INC alternated in power until BJP returned in 2022. Turnout also rose, from about 54.3% in 2002 to about 66.2% in 2012. For every Chief Minister and tenure, see the list of Chief Ministers of Uttarakhand.
Smaller parties have mattered too. For example, the Uttarakhand Kranti Dal (founded 1979, Mussoorie) won its best tally of 4 in 2002. Meanwhile, the BSP draws its strength from the Haridwar and Udham Singh Nagar plains.
Two winners also stand out in the early polls. Gagan Singh Rajwar (Independent) won Dharchula in both 2002 and 2007. Likewise, Haji Taslim Ahmad (BSP) won Laldhang in both years.
Women MLAs in the Assembly
The first Assembly of 2002 had four women MLAs. They were Amrita Rawat, Vijaya Barthwal, Asha Nautiyal and Indira Hridayesh. The number then stayed at four in 2007 and rose to five in 2012 and 2017.
In 2022, however, voters elected eight women, the most so far. Several women MLAs also set records. For example, Vijaya Barthwal became the first Deputy Speaker, and Indira Hridayesh the first woman Leader of Opposition.
Moreover, Ritu Khanduri Bhushan won Kotdwar in 2022. Soon after, she became the first woman Speaker of the House.
By-elections to remember
- Bageshwar (September 2023): Parwati Dass (BJP) polled 33,247 votes. She beat Basant Kumar (INC) by 2,405 votes, and the result came on 8 September 2023.
- Champawat (June 2022): Pushkar Singh Dhami lost Khatima in 2022 but still took oath as CM again. Later, he won the Champawat by-election in June 2022.
Who conducts the polls
Under Article 173, a candidate must be a citizen, at least 25 years old and a State voter. Meanwhile, the Election Commission of India runs Assembly polls through the Chief Electoral Officer. By contrast, the State Election Commission conducts panchayat and urban body polls.
Exam corner: common traps
- The Assembly has 70 seats, not 75; moreover, it is unicameral, not bicameral.
- The figure 22 refers to the region’s seats in the old UP Vidhan Sabha, not the new State.
- Khatima and Dharchula were ST seats only before 2012; today the ST seats are Chakrata and Nanakmatta.
- The 2008 delimitation order first applied in 2012, so the 2007 election used the old map.
- The first Assembly had 4 women MLAs; the record of 8 came only in 2022.
