The Uttarakhand Cabinet approved the Uttarakhand Green Hydrogen Policy 2026 on 28 January 2026. Chief Minister Pushkar Singh Dhami chaired the meeting at the Secretariat in Dehradun. Notably, the policy aims to use the state’s large hydropower base for clean fuel. It also follows the National Green Hydrogen Mission of 2023. So, the state wants a share in India’s net-zero journey.
Production Target and Allotment
The policy sets a target of 100 kilotonnes of green hydrogen a year by 2030. Moreover, plants must produce hydrogen only from renewable energy. The state will allot projects to central or state PSUs by nomination. Meanwhile, private developers will compete through bidding.
Incentives for Green Hydrogen Plants
The policy waives 50% of intra-state transmission and wheeling charges for renewable power. In addition, it waives the full additional surcharge, electricity duty and cross-subsidy surcharge. Plants commissioned by 31 December 2030 will get these benefits for 10 years. Further, the state will treat these plants as industry. So, they can also claim benefits under the MSME Policy 2023 and the Mega Industrial and Investment Policy 2021.
Who Will Implement the Policy?
A committee headed by the Chief Secretary will decide on subsidy provisions. Also, UPCL and PTCUL will build the power network for steady supply. Further, the policy offers single-window clearance for approvals. The Revenue Department will allot land under a government order. Later, the state may also consider a vehicle tax waiver for hydrogen vehicles.
About Green Hydrogen and the National Mission
Green hydrogen comes from splitting water with electricity from renewable sources. Hence, its production emits almost no carbon. The Union Cabinet approved the National Green Hydrogen Mission on 4 January 2023. Also, the mission targets 5 million tonnes of production a year by 2030. Its initial outlay is ₹19,744 crore.
