Strategic Infrastructure: Six States Agree on Kishau Dam Project, Paving Way for Yamuna Rejuvenation
A long-standing political and administrative deadlock spanning several years over the vital Kishau Dam Project has finally been resolved. Following an initiative led by Union Home Minister Amit Shah, a high-level meeting was convened in New Delhi where six states officially reached a consensus and signed a Memorandum of Understanding (MoU) for the implementation of this multi-purpose water and energy project.
The agreement marks a monumental success for the Central Government’s policy of “Samvaad se Samadhan” (Resolution through Dialogue) to resolve long-pending matters of national importance.
1. Key Stakeholders & Participant States
The breakthrough was achieved through a collaborative consensus between the Union Government and six key states:
- Uttarakhand
- Himachal Pradesh
- Delhi
- Uttar Pradesh
- Haryana
- Rajasthan
- Central Government Share: 90% of the total expenditure on the water component will be borne by the Central Government as central assistance.
- States’ Share: The remaining 10% of the cost will be shared collectively among the six beneficiary states.
- Next Step: Following the formal signing of the MoU, the project will be presented before the Union Cabinet for final institutional approval.
- Water and Power Exchange: In lieu of Himachal Pradesh’s financial share and participation in the power/electricity component, its allocated share of water will be diverted and made available to Delhi and Rajasthan.
- Impact: This arrangement will significantly fulfill the drinking water requirements of both Delhi and Rajasthan while strengthening regional water resource management.
- Clean Water Flow: The project is poised to act as a definitive step toward the rejuvenation of the Yamuna River by ensuring a consistent, clean, and adequate ecological flow of water.
- Environmental Restoration: The regularized flow will substantially improve the river’s aquatic ecosystem and provide a massive boost to ongoing pollution control and mitigation efforts along the Yamuna basin.
- Syllabus Mapping: Functions and responsibilities of the Union and the States, interstate water disputes, cooperative federalism, and water resource management.
- Key Takeaway: The Kishau Dam agreement is a prime contemporary example of Cooperative Federalism where multiple states pool resource management for mutual socio-economic benefits, emphasizing that dialogue (Samvaad) can unlock multi-state infrastructure logjams.
