Inaugural Session in Lucknow
UP Assembly Speaker Satish Mahana gave the welcome address. Then, Rajya Sabha Deputy Chairman Harivansh and Leader of Opposition Mata Prasad Pandey spoke. Finally, UP Legislative Council Chairman Kunwar Manvendra Singh proposed the vote of thanks. Earlier, Lucknow also hosted the 62nd Conference of Secretaries of Legislative Bodies on 19 January.
Three Themes on the Agenda
The Lok Sabha Secretariat listed three themes for discussion. First, delegates discussed technology for transparent, efficient and citizen-centric legislative work. Second, they took up capacity building of legislators. Third, they discussed the accountability of legislatures to the people. In all, 36 Presiding Officers from 24 States and UTs took part. As a result, it became the largest AIPOC in terms of participation.
Six Resolutions Adopted
The conference adopted six resolutions. Firstly, Presiding Officers recommitted to the goal of Viksit Bharat by 2047. Also, state legislatures should hold at least 30 sittings a year through cross-party consensus. Further, legislatures will use more technology to connect with citizens. In addition, MPs and MLAs will get capacity building in digital tools and research support. Finally, a National Legislative Index will benchmark legislative bodies.
What Om Birla Said
In his valedictory address, Birla said a committee is preparing the National Legislative Index. Moreover, he appealed to all parties to let the House function before the Budget Session. He said the guiding idea should be “Discussion and Dialogue, not Disruption”. Also, he called Presiding Officers “sentinels of the Constitution and the custodians of democratic decorum.”
