The year2018 is also being celebrated as Birth centenary of Nelson Mandela,also known as ‘Madiba’. We all know that Nelson Mandela was the role model of struggle against racism all over the world and who was the inspiration for Mandela? He derivedinspiration and endurancefor spending many years in jail from Bapu himself. Mandela said this about Bapu – “Mahatma is an integral part of our history, because it was here that he used his first experiment with truth; It was here, That he had displayed a great deal of determination for justice; It was here, he developed the philosophy of his satyagraha and his methods of struggle. “Mandela used to consider Bapu as his role model. Both Bapu and Mandela are not only sources of inspiration for the entire world, but their ideals have always encouraged us to create a society full of love and compassion.
यह वाकई चिंता की बात है कि सांसद निधि का सही इस्तेमाल नहीं हो पा रहा है। केंद्रीय सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय द्वारा जारी डेटा के अनुसार साल 2014 से अब तक 543 में से केवल 35 लोकसभा निर्वाचन क्षेत्रों में ही सांसद निधि का इस्तेमाल कर स्वीकृत प्रॉजेक्ट पूरे किए गए हैं।
………….परियोजनाओं में विलंब को देखकर केंद्र सरकार इसकी फंडिंग के तरीके में बदलाव पर विचार कर रही है। अभी इसके तहत राशि दो किस्तों में दी जाती है। सरकार एक किस्त में ही राशि आवंटित करने के बारे में सोच रही है।
……….विधायक कोश के अंतर्गत कतिपय बड़े नेताओ को छोड़कर् उपयोग हो जाता है,क्योंकि उन तक सरपंचो की पहुंच होती है ,लेकिन सांसद कोश मे बड़े और वरिष्ठ विधायको की भांती सरपंच की पहुंच नही हो
सांसद निधि योजना (एमपीलैड स्कीम) की शुरुआत 1993 में हुई, जब पी.वी. नरसिंह राव प्रधानमंत्री थे। इसके तहत सभी एमपी को, चाहे वे लोकसभा के हों या राज्यसभा के, अपने निर्वाचन क्षेत्र में विकास कार्य कराने के लिए प्रतिवर्ष वितीय सहायता दी जाती है। इसका मकसद विकास कार्यों का विकेंद्रीकरण करना था। सोचा गया कि जनहित के वे छोटे-छोटे कार्य जो बड़ी परियोजनाओं में समाहित नहीं हो पाते, इसके जरिए आसानी से कम समय में हो सकेंगे। पर सच्चाई यह है कि इस योजना की राशि जरूर बढ़ती गई, लेकिन इससे जनता को खास लाभ नहीं हो पाया है। इसमें भारी भ्रष्टाचार के भी आरोप लगते रहे हैं। इसलिए एक तबका इसे समाप्त करने की भी सलाह देता है। कुछ सांसद इसके सफल न होने के पीछे नौकरशाही को जिम्मेदार ठहराते हैं।
…………..इस योजना की राशि सांसद के खाते में नहीं बल्कि संबंधित जिले के जिलाधिकारी या किसी अन्य नोडल अधिकारी के खाते में जाती है। वित्त वर्ष के शुरू होने के पहले यह राशि 2.5 करोड़ रुपये की दो किस्तों में भेजी जाती है। सांसद, जिलाधिकारी को बताता है कि उसे जिले में कहां-कहां इस राशि का उपयोग करना है। ऐसी व्यवस्था इसलिए की गई कि कोई एमपी मनमाने ढंग से इसे खर्च न कर सके। लेकिन सांसदों का कहना है कि जिला-प्रशासन के रवैये के कारण प्रॉजेक्ट लटकते हैं। एक किस्त मिलने के बाद जब तक उसका यूटिलाइजेशन सर्टिफिकेट नहीं जमा किया जाता तब तक दूसरी किस्त जारी नहीं होती। कई कारणों से जिला प्रशासन द्वारा यह सर्टिफिकेट जमा करने में देरी होती है।
तमिलनाडु से पाट्टाली मक्कल कट्चि (पीएमके) के सांसद अंबुमणि रामदास का आरोप है कि पिछले चार साल में वह अपने क्षेत्र के कलक्टर के रवैये के कारण किसी भी योजना को ठीक से लागू नहीं कर पाए। शहरी इलाकों में जमीन न मिल पाने के कारण भी विकास कार्य अटका रहता है। इस कारण पैसे जारी नहीं हो पाते। कई सांसद मानते हैं कि एक किस्त में पैसे देने से भी समस्या नहीं सुलझेगी। एक सलाह यह भी है कि इसका सोशल ऑडिट हो। सरकार इसके सारे पहलुओं पर विस्तार से विचार करे और जरूरत हो तो इसमें आमूल परिवर्तन करे।

President has constituted a separate High Court for the State of Andhra Pradesh, namely, the High Court of Andhra Pradesh, from the 1st day of January, 2019 with the principal seat of such High Court at Amaravati in the State of Andhra Pradesh and the High Court of Judicature at Hyderabad shall become the High Court for the State of Telangana.
The new High Court for Andhra Pradesh will be the 25th High Court in the country. The new Andhra HC is expected to function from a temporary structure in Amaravati till a permanent building is set up at the ‘Justice City’ being planned in Amaravati.
