What Is a Supplementary Budget?

Article 205 of the Constitution governs supplementary grants in the states. So, the Governor lays a supplementary statement when approved funds prove insufficient. Likewise, the rule applies when a new service needs spending outside the annual budget. In Uttarakhand, the Budget Directorate under the Finance Department prepares these demands.
